1.) Eclipse
--right click on shortcut for eclipse (maybe on your desktop or on your taskbar(near the start menu))
--select properties
--add the arguments(vmargs and the following) as in below, at the end of the string for the path for your eclipse executable.
C:\eclipse\eclipse\eclipse.exe -vmargs -Xms512M -Xmx1024M -XX:PermSize=128m -XX:MaxPermSize=128m
